BASIC FUNCTION: The Director of Residential Services is responsible for the leadership, daily operation, staffing, regulatory compliance, documentation integrity, medication administration oversight, financial coordination, family and guardian communication, consumer engagement, and overall performance of CLASS residential programs. Residential Services is a 24-hour, 7-day-per-week responsibility. The Director must ensure every home is appropriately staffed, actively managed, compliant, safe, clean, supplied, and operating in a manner that protects the health, dignity, rights, and quality of life of each individual served.
REPORT: Supervision received: Executive Director of Community Programs
Supervision exercised: Senior Residential Home Managers, Residential Home Managers, Program Specialists, Lead Direct Support Professionals, scheduling staff, and other assigned residential personnel
ESSENTIAL FUNCTIONS:
• Provide leadership and supervision for all CLASS residential homes and ensure homes are actively managed, appropriately staffed, inspection-ready, and operating in accordance with individual needs, regulatory requirements, funder expectations, and CLASS policies.
• Ensure regular, professional, and timely communication with families, guardians, advocates, supports coordinators, funders, and other stakeholders. Scheduled communication is preferred whenever possible.
• Ensure accurate and timely census reporting, payroll verification, service documentation, authorization alignment, and coordination with Finance to support billing readiness and financial sustainability.
• Lead the recruitment, supervision, development, retention, coaching, discipline, and accountability of residential staff in coordination with Human Resources. Ensure staff are trained and competent for assigned responsibilities.
• Ensure required service notes and other residential documentation are completed accurately and timely to support billing, compliance, quality, and consumer safety.
• Ensure medication administration is safely managed, properly documented, reviewed, corrected when necessary, and supported by staff training and competency. Ensure medical appointments and health follow-up are completed and documented.
• Ensure incidents are reported, documented, investigated, corrected, trended, and escalated as required. Ensure corrective actions are timely, assigned, and followed through to completion.
• Ensure each home supports consumer rights, dignity, health, choice, nutrition, community participation, and quality of life. Consumer outings, menu planning, and food availability are core residential expectations.
• Ensure Residential Services complies with applicable laws, regulations, licensing requirements, funder expectations, contractual obligations, Individual Support Plans, behavior support plans, and CLASS policies.
• Work with Facilities to ensure homes are clean, safe, functional, stocked, maintained, accessible where required, and prepared for inspections or monitoring visits.
• Support responsible residential growth, referral review, admission decisions, new home openings, and resident transitions in coordination with executive leadership, Finance, Human Resources, Quality, Facilities, and other departments.
• Perform other duties as assigned.
MINIMUM QUALIFICATIONS:
• Master's degree preferred in a human services, healthcare administration, social work, public administration, nonprofit management, business administration, or related field, plus at least three years of related experience, including two years of administrative or supervisory experience; or bachelor's degree in a related field plus at least five years of related experience, including two years of administrative or supervisory experience; or an equivalent combination of education, experience, and demonstrated leadership in residential, healthcare, human services, or regulated service operations.
• Experience in residential services for adults with disabilities is strongly preferred.
• Experience with Therap or a comparable electronic documentation system is preferred.
• Required valid Pennsylvania Driver's License, good driving record, and reliable transportation.
REQUIRED SKILLS:
• Working knowledge of Office of Developmental Programs requirements, Chapter 6400, Chapter 6100, Community HealthChoices where applicable, Individual Support Plans, behavior support plans, incident management, medication administration, service documentation, census reporting, payroll review, residential staffing, quality assurance, corrective action, budget monitoring, and Therap or comparable systems.
• Strong operational leadership, clear communication, sound judgment, follow-through, data-based decision-making, staff accountability, and the ability to work effectively with Human Resources, Finance, Facilities, Quality, Development, Information Technology, executive leadership, families, guardians, funders, regulators, and community partners.
• Ability to identify root causes, correct recurring problems, coach and discipline staff appropriately, and maintain consumer dignity, safety, rights, medication safety, nutrition, community participation, and quality of life.
OTHER JOB REQUIREMENTS:
• Travel regularly to residential homes and remain available for urgent residential matters 24 hours per day, 7 days per week, as needed.
• Participate in the residential on-call structure.
• Attend required trainings, maintain confidentiality, follow CLASS policies and procedures, accept feedback and correction professionally, and represent CLASS professionally in all settings.
WORK ENVIRONMENT & PHYSICAL DEMANDS/REQUIREMENTS:
• Work is performed in office, residential home, community, and meeting settings. The position requires regular travel to residential homes and availability for urgent residential matters during evenings, weekends, holidays, and other non-standard hours as needed.
• Requires the ability to sit, stand, walk, bend, reach, type, read, speak, hear, use standard office equipment, enter and move throughout residential homes, communicate by phone and in person, review written and electronic information, and lift up to 50 pounds when necessary.
